LẠNG SƠN — A QR-code-based digital library is giving residents in Chiến Thắng Commune, Lạng Sơn Province easier access to legal information, new regulations and useful knowledge through their smartphones.

Launched by the commune’s Youth Union in early 2026, the library has been installed at all 12 village cultural houses and rolled out to all local youth branches.

Instead of relying on traditional bookshelves, residents can scan a QR code to access a digital collection. The Youth Union is also updating the collection with information on agriculture, science and technology and other topics relevant to daily life.

The digital library model has proved particularly useful for older residents. Youth Union members and local digital technology teams guide those unfamiliar with smartphones on how to scan QR codes and use online services.

In Háng Ví Village, with more than 200 households and over 1,000 residents, local officials have introduced the digital library at village meetings and helped residents use it to look up new regulations and legal documents.

Since the beginning of the year, the commune has held 27 digital transformation sessions for nearly 2,450 residents. Local teams have also helped more than 1,250 people use VNeID, online public services and cashless payment.

The model is part of practical efforts in Chiến Thắng to bring the goals of the Politburo's Resolution 57-NQ/TW on science, technology, innovation and digital transformation closer to everyday life. — VNS
